Fix a Wrong Electricity Bill in India (Step-by-Step)
Electricity Bill Decoded & Fix Wrong Charges
A wrong power bill is stressful—but fixable. Most errors are simple: estimated readings, wrong slab, meter change not updated, or an arithmetic miss. This guide shows you how to verify every line item, get a corrected bill, and, if needed, escalate through the legally-mandated grievance ladder (CGRF → Ombudsman) backed by the Electricity Act, 2003 and the Electricity (Rights of Consumers) Rules, 2020. orierc.org+1
🧭 Summary
-
Outcome: Verify charges, raise a ticket with your DISCOM, and get a revised bill/adjustment; escalate to CGRF → Ombudsman if not resolved. orierc.org
-
Timelines: DISCOMs typically resolve billing disputes in 15–30 days; if not, file to CGRF (state-level forum); Ombudsman next. (Exact timelines in each state’s Supply Code/SoP.) forumofregulators.gov.in
-
Costs: Filing complaints with DISCOM/CGRF/Ombudsman is ₹0 (may need nominal document copies).
-
Docs to keep: Current & last 12 bills, meter photos (display & seal), reading video, ID/address proof, complaint/ticket numbers.
-
Top pitfall: Accepting provisional/estimated bills for months. Provisional billing beyond two cycles (except extraordinary situations) is not allowed by the central Rules—raise it immediately. High Court of Tripura
🧰 Before you start
Who this is for: Households, tenants, small businesses getting an unusually high/incorrect bill, slab miscalculation, meter change mismatch, or arrears that don’t belong to you.
What you’ll need:
-
The disputed bill + previous 12 months’ bills (PDF/print).
-
Meter photos (with date stamp) showing current reading, meter number, and seal; short video panning from meter number to display.
-
Connection details: CA/Account No., consumer name, address, mobile/email registered with DISCOM.
-
Any job cards/replacement slips if meter was changed recently.
Where to do it: Your DISCOM app/website/customer care centre; if unresolved, CGRF (Consumer Grievance Redressal Forum) of your state’s distribution licensee; finally Electricity Ombudsman. These bodies must exist under Section 42(5–7) of the Electricity Act, 2003. orierc.org+1
Quick notes on rules
-
Consumer Rights Rules (2020): Transparent billing; not more than two provisional bills consecutively except extraordinary situations. High Court of Tripura
-
CEA Metering Regulations: Billing must come from actual meter readings; display/consumer meter basics. CBIP+1
-
National Consumer Helpline (NCH): If a provider stonewalls, also lodge a record at 1915 / consumerhelpline.gov.in (advisory mediation + paper trail). Consumer Helpline+2Consumer Helpline+2
🔟 Steps (do this now)
1) Check the math on your bill (5 minutes).
Verify units consumed (current minus previous reading), tariff slab rates, fixed charges, taxes (Electricity Duty, other state levies), and arrears/late fees. Compare with last 6–12 months’ average.
Tip: If consumption is abnormally high, photograph the meter and take another photo 24 hours later (same time). The daily run rate will tell you if current usage supports the bill.
2) Confirm it’s not a provisional/estimated bill.
Find the remark/flag: “PROV”/“EST”/“Door Locked.” If it’s provisional for >2 billing cycles, cite the Consumer Rights Rules and request an actual read & correction. High Court of Tripura
3) Match meter number & reading source.
Ensure the meter number on the bill matches the physical meter. After a meter change, the final-read of old + start-read of new must appear with proper adjustments. If missing, flag it. CEA requires billing on consumer meter readings. CBIP
4) Build your “evidence bundle.”
Create a single PDF (or ZIP) with: disputed bill, prior bills, meter photos/video, any job cards, and a 1-page note listing errors (wrong slab, carry-forward mistake, meter change mismatch, etc.).
5) Raise a complaint with your DISCOM (Day 0).
Use the official app/portal/call centre. Ask for a ticket number and commitment date for resolution. Mention if the bill is estimated beyond limits or slab misapplied, referencing the 2020 Rules. High Court of Tripura
6) Get a site visit/meter test scheduled (Day 3–7).
If the meter may be faulty, request a meter test. Under CEA norms/state Supply Codes, the licensee must test and replace if error is beyond limits; billing is then adjusted. CBIP
7) Ask for an interim stay on disconnection & waiver of LPSC.
If the dispute is active and not frivolous, request the DISCOM to hold disconnection, allow part payment equal to average of last 6 months, and withhold late fees till the dispute closes (refer to your State’s Supply Code/SoP).
8) Receive and verify the revised bill.
Check that the correction covers the exact period, slab re-calculation, and carries forward properly. Keep the revised bill and closure note.
9) Escalate to CGRF if not resolved in TAT (Day 15–30).
File a CGRF complaint (state-specific form; attach your evidence bundle + unresolved ticket). CGRF exists under Section 42(5) and each State Commission issues its Regulations. Expect a hearing and a written order. orierc.org+2herc.gov.in+2
10) Appeal to the Electricity Ombudsman (within 30 days of CGRF order).
If dissatisfied, approach the Ombudsman under Section 42(6–7). Ombudsman directions are binding on the licensee. Keep records for any further consumer forum/civil claims as advised. orierc.org

⚠️ Red flags & common mistakes
| Mistake | Consequence | Fix |
|---|---|---|
| Paying a provisional bill for months | You subsidise estimation errors; risk slab jump | Demand actual reading; cite not more than two consecutive provisional bills rule; seek revision. High Court of Tripura |
| Ignoring a meter change entry | Double charging or wrong start reading | Ask for final old + initial new read with adjustment; attach job card/photo. |
| No ticket number after complaint | No formal TAT; case “lost” | Insist on a ticket via official portal/app; screenshot confirmation. |
| Not requesting meter test when usage seems off | Ongoing inflated bills | Ask for testing; if error beyond limits, licensee replaces and adjusts. CBIP |
| Missing escalation windows | You may have to restart | Track dates; move to CGRF if DISCOM exceeds TAT; Ombudsman after CGRF. orierc.org |

🧗 Escalation path (with links)
-
Distribution Company (DISCOM): File via the official app/website/customer care centre; request meter test and revised bill referencing Consumer Rights Rules (2020). High Court of Tripura
-
Consumer Grievance Redressal Forum (CGRF): If unresolved within the state’s TAT or response is unsatisfactory, file to your DISCOM’s CGRF as mandated by Section 42(5); refer to your State Electricity Regulatory Commission (SERC) site for forms. Examples: Haryana HERC CGRF, Delhi DERC CGRF Regulations. herc.gov.in+1
-
Electricity Ombudsman: Appeal within the stipulated time after CGRF order under Section 42(6–7). orierc.org
-
National Consumer Helpline (DoCA): Parallel record at 1915 / consumerhelpline.gov.in strengthens your paper trail; they nudge the company and document the case. Consumer Helpline+1
Heads-up: Many DISCOMs state internal TATs (often 15 days, extendable to ~30). Check your state’s Supply Code/SoP (model codes by Forum of Regulators guide these). forumofregulators.gov.in
❓ FAQs
1) My meter was replaced and the next bill jumped. Why?
If the final old and initial new reads weren’t reconciled, the system can overcharge. Ask for a reconciliation statement and correction; attach the meter change slip. CEA/Supply Codes back this. CBIP
2) Can a DISCOM issue estimated bills for several months?
Rules say not more than two consecutive provisional bills, except in extraordinary situations. After that, you can insist on an actual reading and correction. High Court of Tripura
3) I’m a tenant and the bill shows old arrears. Am I liable?
Arrears relate to the connection, but if they pre-date your tenancy and aren’t disclosed, dispute with the owner/utility. For ongoing supply, negotiate part payment while the dispute is examined; keep everything on record.
4) What if the meter is faulty?
Request a meter test. If error exceeds permissible limits, the licensee must replace it and adjust bills as per regulations. CBIP
5) Can I be disconnected while my dispute is pending?
If you’ve raised a formal dispute and paid a reasonable part amount (e.g., average of last 6 months), many Supply Codes provide relief. Ask for no disconnection till the dispute is decided; confirm in writing.
6) Should I also complain on NCH?
Yes—1915/consumerhelpline.gov.in creates a paper trail and nudges the utility. It doesn’t replace CGRF/Ombudsman but helps. Consumer Helpline+1
7) My state portal/process looks different. Is that okay?
Yes. The Act mandates CGRF & Ombudsman, but formats and TATs vary by state. Always check your SERC/State Supply Code. orierc.org+1
8) What evidence carries the most weight?
Clear meter photos/video, longer history of bills, and written tickets with dates. If estimated beyond limits or slab misapplied, cite the 2020 Consumer Rights Rules. High Court of Tripura
